****Job Description****

HK Logistics has been appointed as the Managing Contractor to deliver the Health and Education Procurement Facility (HEPF) in Papua New Guinea.

The Health and Education Procurement Facility (HEPF) is funded by the Australian Government through the Department of Foreign Affairs and Trade (DFAT). HEPF has been commissioned to implement a large infrastructure and equipment program (approx. $AUD 245M) designed to strengthen the PNG health and education sectors.

As the Deputy Team Leader - Technical you will:

  • Manage the delivery of DFAT output targets / tasking notes through the Health, Education and Procurement sections.
  • Provide guidance to the Health and Education infrastructure management teams, as well as the Planning and Quality Unit and Procurement team.

Remuneration for this role will be aligned with the Australian Government Remuneration Framework (ARF) at the C4 level.

The Role

The role of Deputy Team Leader - Technical will involve:

  • Reporting to the Team Leader, lead and manage the Health, Education and Procurement sector teams in the delivery of HEPF objectives.
  • Manage all aspects of infrastructure procurement services, including establishment of systems, planning and reporting, procurement of all goods, works and services, in compliance with agreed timelines.
  • Establish and maintain strong working relationships with DFAT and the GoPNG, in order to provide the necessary support services.
  • Provide high-level and strategic support and advice to the Team Leader about all aspects of HEPF management, with a particular focus on operational matters, including the provision of responsive and professional services and advice to DFAT
  • Manage the HEPF Master Control Program and other technical management responsibilities such as the handover processes linking these to the Monitoring & Evaluation (M&E) reporting functions under the program.
  • Support the preparation of Head Contract deliverables, program plans, policies, manuals, budgets and reports, ensuring outputs are of very high quality and in accordance with professional standards and other requirements prescribed by DFAT, the Managing Contractor and where appropriate GoPNG.
  • Assure that all procurement activities are performed in a fully professional, transparent and ethical manner, and in line with Australian Commonwealth Procurement Rules and GoPNG procurement regulations and conditions.

Essential Qualifications & Experience

  • A minimum of 10 years practical international experience in public procurement and project management in developing countries;
  • Experience in practical procurement of goods, works and services with specific experience in infrastructure construction projects and cross-cultural teams;
  • Experience and knowledge of all aspects of procurement cycle management, including knowledge of internationally recognised good practice procurement processes;
  • In-depth knowledge of procurement systems and documents, ideally including knowledge of the Australian Commonwealth Procurement Rules;
  • Experience working with donors and governments in developing countries;
  • In-depth experience in managing all aspects of the program management including the preparation of procurement and infrastructure plans.
  • Experience in the use of computerised procurement systems for procurement and contract management, monitoring and reporting;
  • Excellent interpersonal skills including cross-cultural experience; and
  • Excellent written and verbal communications skills in the English language.
  • A Civil Engineering degree or other qualifications relevant to the field.
